You need to remove the plastic coil pack wire cover for the cover to make it sit flush.

Please Note: That the metal is bent to shape before shipping, but if the product has been flattened, then put the bolt and spacer in and then bend by hand to reshape. Also if the brushed material becomes scratched then you can get it back to normal by just brushing it in a single direction with a piece of fine scotchbrite.
